topbux a scam?

topbux is offline several days. I was wondering if it was because of server upgrades, but theese things doesn't take too much time. So it seems topbux, was a scam.
ps: it seems excelentbux ( has some payment proofs) , and the scam topbux belongs to the same admin. take care doing bussiness with them
